Canada công bố thêm kế hoạch hạn chế người tạm trú và lao động nước ngoài

Giữa luồng tăng cường siết chặt của chính phủ các nước trong chính sách nhập cư bao gồm cả du học sinh và người xuất khẩu lao động, Canada tiếp tục công bố một kế hoạch mới nhằm hạn chế số lượng người tạm trú và lần đầu tiên nước này sẽ thực hiện việc công khai chỉ tiêu chào đón số lượng người được tới Canada.

Cụ thể, trong một công bố ngày 21-3, Bộ trưởng Nhập cư, Tị nạn và Quốc tịch Canada Marc Miller cho biết tỷ lệ lao động nước ngoài tạm thời bước đầu sẽ giảm từ 6,2% xuống 5% trong 3 năm tới. Mục tiêu về số lượng người được chào đón vào Canada cũng sẽ được ấn định sau các cuộc đàm phán với đại diện của các tỉnh bang về nhu cầu lao động nước ngoài của họ vào tháng 5 này.

Những chính sách về tạm trú bao gồm cả những người có giấy phép học tập và giấy phép làm việc được nới lỏng kể từ sau dịch Covid cho đến khoảng cuối năm vừa qua 2023, trước khi có những thông báo về thay đổi của chính phủ đối với vấn đề này. Đây là một biện pháp kích thích kinh tế để chống lại một xã hội đang già hóa và lấp đầy việc làm.

Trên thực tế, việc thúc đẩy việc trao đổi nguồn nhân lực giữa các nước và Canada đã góp phần làm dân số Canada tăng chóng mặt trong thời gian qua. Điều này tạo nên cuộc khủng hoảng về nhà ở và chi phí sinh hoạt do cơ sở hạ tầng và nguồn tài chính chưa đạt để tiếp nhận quá đông người mới đến, gây trở ngại cho việc bảo đảm nhà ở, các dịch vụ về y tế và giáo dục. Chỉ tính trong năm qua, Canada đã đón khoảng 2,5 triệu tạm trú nhân mới, bao gồm những người xin tị nạn, người lao động và sinh viên quốc tế. 

Kế hoạch cắt giảm khoảng 35% sinh viên quốc tế trong năm 2024 nhằm hạn chế số lượng người tạm trú sẽ được thực hiện từ ngày 1-9 năm nay. Bên cạnh đó, số liệu thống kê cho thấy hiện có khoảng 1,2 triệu người Canada thất nghiệp và có 650.000 vị trí việc làm trống. Tỷ lệ việc làm hiện nay ở mức 5,8%. Vì vậy, việc xem xét cắt giảm lượng lao động tới nước ngoài trong một số lĩnh vực cụ thể từ ngày 15 tới cũng đang được chính phủ tiến hành, với mong muốn doanh nghiệp ưu tiên tuyển dụng nguồn lực trong nước trước khi thuê lao động nước ngoài. Điều này được kỳ vọng sẽ góp phần giảm bớt áp lực về nhà ở.

Về chỉ tiêu tiếp nhận thường trú nhân, công bố gần đây đã thông tin rằng sẽ có khoảng 42% là sinh viên quốc tế sau khi tốt nghiệp.

• Thứ sáu, tìm hiểu kỹ và lựa chọn đơn vị tư vấn uy tín để giúp bạn lên kế hoạch du học định cư rõ ràng ngay từ ban đầu.
• Thứ bảy, có thể học tiếng Pháp để hỗ trợ quá trình định cư sau này. Các chương trình định cư Canada đều có ưu ái người biết tiếng Pháp.

Một loạt các câu hỏi được đặt ra như: Liệu tỷ lệ visa năm sau của chúng ta sẽ đi về đâu? Con em của chúng ta có được cấp giấy phép làm việc sau khi tốt nghiệp hay không? Trường hợp nào sẽ bị ảnh hưởng sâu sắc?

1/ Cắt giảm lượng chấp thuận giấy phép 35% so với năm 2023 cho kế hoạch của năm 2024 và 2025: 

Việc cắt giảm này liệu có ảnh hưởng đến tất cả các thị trường? 

Khi xâu chuỗi một loạt các thông tin như: Tổng giấy phép học tập cấp cho thị trường Ấn Độ của Canada chiếm đến hơn 40% trong nhiều năm. Căng thẳng chính trị giữa 2 nước này khi Ấn Độ trục xuất 41 nhân viên lãnh sự về nước vào tháng 10 dẫn đến lượng giấy phép du học cấp cho Ấn độ vào tháng 10 và 11 giảm 80% so với cùng kỳ 2022.

Canada hạ tiêu chuẩn tiếng Anh cho hình thức visa SDS khi thị trường Ấn lợi thế là sinh viên rất giỏi tiếng Anh? 

2/ Quy định về “CAP” – số lượng giấy phép học tập cho từng trường thuộc bậc học Cao đẳng và Đại học: 

Tỉnh bang không còn được nhận sinh viên ồ ạt như trước mà phải dựa trên nhiều tiêu chí, trong đó có những tiêu chí về việc cung cấp nhà ở đáp ứng lượng di dân tạm thời mới này, để không xảy ra những trường hợp du học sinh phải sinh sống trong những môi trường dưới chuẩn. 

Và buộc các học sinh tham gia các khóa học Undergraduate cụ thể là Cao đẳng và Đại học phải có thư “Attestation” – thư đồng ý của tỉnh bang khi nộp visa. Và thời hạn tỉnh bang phải phát hành thư này là trước 31/3/2024. Vậy có thể hiểu, tất cả những hồ sơ nộp sau 22 tháng 1 năm 2024 và trước 31 tháng 3 2024 đều sẽ chỉ nằm trong danh mục chờ nếu tỉnh bang bạn dự định đến học tập không nhanh nhẹn trong khâu phát hành thư.

Nhưng các chương trình Tiểu học, THPT và sau Đại học trở lên hoặc các khoá học ngắn hạn sẽ có lợi thế và có thể nộp ngay lúc này, khi nhân lực xét visa của chính phủ không còn quá bận rộn như trước.

3/ Chỉ cấp giấy phép làm việc mở (open work permit) cho vợ/chồng của các ứng viên chương trình học từ Thạc sỹ trở lên.

Với động thái này Canada cũng cho thấy kỳ vọng thu hút nhiều ứng viên với năng lực học tập tốt, ý định học tập nghiêm túc và kinh tế mạnh tới xây dựng và sinh sống lâu dài ở Canada. 

4/ Đặc biệt, có rất nhiều học sinh, quý vị phụ huynh băn khoăn về việc chính phủ Canada thông báo là sẽ không cấp giấy phép cho học sinh tham gia các khóa học được các tổ chức/ trường học tư nhân mua bản quyền của các trường Công lập và giảng dạy tại đa phần các thành phố lớn trung tâm. 

Chính phủ nhận thấy một số chương trình giảng dạy này không mang tới chất lượng giáo dục tốt cho du học sinh, hoặc một số du học sinh lợi dụng chương trình này để có giấy phép học tập và làm việc tại Canada. Chính vì vậy chính phủ đã ra quyết định đối với các học sinh nhập học tại các đơn vị được đề cập trên, từ tháng 9 năm 2024 sẽ không thể xin giấy phép làm việc sau tốt nghiệp, Và chỉ các đơn vị mua bản quyền dạy học như trên mới bị ảnh hưởng, các trường Cao đẳng và Đại học công lập và tư thục được cấp phép giảng dạy trực tiếp sẽ không ảnh hưởng với quy định mới này.

Vietnamese students wish they could speak English better than the way they read or write. Talking to them, I found out that though English is not their greatest object of achievement. They wish they could speak English to be understood. This prompted this write-up on how this can be achieved.

1. A Change From Teaching to Training. Firstly, schools must shift from delivering more theoretical lessons to having more practical sessions. By this, I mean more training than teaching. This is a crucial factor not determined by the students but the learning institutions so the government and relevant institutions must take action.
2. Make Effort to Speak English. On the students’ part, there has to be a conscious effort to speak English with other English speakers as well as other Vietnamese students. This would gradually improve their desire to speak English thereby leading to an improvement.
3. Overcome Fear. Another important aspect is the courage to overcome fear. It is useless being afraid to speak English because everyone understands it is not native to Vietnam. It would be understood if a Vietnamese is afraid to speak the native language poorly but there is no justification to be afraid to speak a foreign language. Speak up and be corrected! After all, practice makes perfect.
4. Use English audio-visual material. To conclude, pick up the habit of relaxing with audio-visuals in English. This means watch movies, documentaries, news and podcasts in English. Read newspapers and magazines as well. This would improve listening and vocabulary which positively affects speaking ability.

Many people have a wrong idea of what the IELTS test entails. To them, it is like every conventional test they have taken at school. However, you will find out that it is quite different from your conventional or general school language tests. IELTS is divided into four skills (subjects) of evaluation. They include;

• Listening: This section evaluates your ability to listen and understand when English is spoken. It is tested by listening to audio recordings and answering the questions that follow. The test lasts 40 minutes and has 40 questions to be answered.

• Reading: This section evaluates your ability to read and understand English based on the context in question (academic, work or social). It involves reading texts and answering the questions that follow. The test last 1 hour and has 40 questions to answer.

• Writing: It scores you on your ability to write appropriately, constructively and comprehensively in a given context (academic, work or social). It involves writing two essays within 1 hour.

• Speaking: This section tests your ability to speak clearly in an understanding manner on everyday topics, at school, home, work and much more. It is a one –on –one discussion with the examiner and lasts 11-14 minutes.

The listening, reading and writing tests take place continuously in the morning in the order aforementioned. However, the speaking test takes place on a date to be communicated. It usually takes place within seven days before or after taking the other three skills. It rarely takes place on the same day as other three skills.

Scoring high in the IELTS test has been a nightmare for many ESL students. However, the story would be much easy  and different if you follow these  simple steps. 

1. Avoid distractions. When you decide to study for IELTS, do all to concentrate. Do not include other foreign languages at the same time. This would lead to slow learning and sometimes confusion may set in.

2. Learn from qualified teachers. Speaking a language does not necessarily endow one with the ability to teach others. Teachers are specifically trained for this purpose so make use of qualified teachers, not available ones.

3. Do not be scared of making mistakes. Actively and freely engage in lessons and conversations. Do not be afraid of making mistakes. It is by correcting your mistakes that you learn and retain the right information

4. Practice daily. Make it a habit to practice English daily even if you don’t have a class. Set a target of 1 lesson per day and ensure it is done.

5. Decide to speak English only. Enroll in an English only institution. Speaking English only pushes you to communicate to be understood. The temptation of speaking in your native tongue when faced with a difficulty is eliminated.

6. Procrastination is a wall to improvement. Do not push forward plans of studying. Once the decision is made and considered relevant, engage immediately. Procrastination is recipe for not achieving goals therefore enroll at an English language institution and get on with it immediately.

Studying is a very delicate matter given proper study involves proper teaching and administration on the one hand as well as dedicated learning on the other hand. Here, I will discuss the criteria to look at when considering to study for the IELTS test. These include;

1. Enroll only at IELTS review centres. These centres are specifically designed to prepare students for the IELTS test. The IELTS test is more advanced than general English learning so enrolling at a general English language centre won’t get you the high scores you want, that’s if you pass at all.

2. Enroll at a reputable, accredited review centre with a record of ongoing high scores in the IELTS. Consider schools that have been recognized and given awards for excellence. This is where you should enroll for high scores.

3. LOok for centres that have a flexible time table. As a student or worker, you don’t want to compromise your studies or job while on the other hand you will be frustrated if you pay tuition for IELTS review yet miss classes that cannot be repeated. Therefore consider only schools that have a flexible time table that allows you to study when you are available without missing any lectures.

4. Study at IELTS centres with qualified teachers. Qualified teachers are those with at least a diploma in education. They should also have experience in taking the IELTS with a minimum of 8.0 overall band score.

5. The best IELTS review centres always have frequent tests and evaluation to monitor their students’ improvement and performance. Make enquiries with regards to this before enrolling at a centre.

6. Take a day to observe the teaching and student management methods of a review centre to make sure the points listed above are executed.
